Solicitation for Bids

The Bad River Social & Family Service (SFS) Department is seeking an Independent Consultant to research and develop the Long Term Care (LTC) plan for Bad River Community.

Bad River is a part of the “Money Follows the Person” – Tribal Initiative funded by the State of Wisconsin, Department of Health Services (DHS). As a part of this initiative the tribe is seeking a consultant that will be expected to:

  • Evaluate what services the community is currently providing; including verification of provider qualifications.
  • Conduct a self-assessment of services the Tribe is currently providing.
  • Provide options for the Tribe to determine on-going and future services.
  • Once the initial assessment is complete the consultant will be expected to develop a Long Term Care plan

The consultant will work in cooperation with the key personnel necessary for efficiently completing the task; the SFS Director, Bad River Health & Wellness Director, and LTC workgroup. A contractor must have the experience and ability of working with the system tools provided by DHS to provide the evaluation and self assessment in accordance with DHS specifications and guidelines. The timeframe to complete this task is within 6 months. 

The consultant should have experience in and/or working knowledge of long term care (LTC); experience with research and a strong knowledge of tribal and federal roles & relations. The consultant will be required to provide a written report; therefore seeking someone with excellent communication skills both written and oral. An understanding of Medicaid and Medicaid reimbursement required. The contractor must provide a financial forecast of the LTC services and recommendations on structure of LTC services within the tribal organization.
